3rd blackout in Amapá: what is known and what still needs to be clarified about the new blackout

Supply was interrupted on Wednesday (13) in 13 of the 16 municipalities. Electricity normalized after 4 hours. The state experienced an energy crisis with two blackouts in November 2020.

Amapá faced a new total blackout on Wednesday (13). It was the 3rd blackout in just over 2 months, since the main substation in the state (Macapá Substation) suffered a fire in November 2020. The problem evidenced failures in the state's energy supply, which generated an energy crisis.

What is known

there was an interruption in the supply of electricity in 13 of the 16 municipalities at 15h53;

responsible for the Macapá Substation, the Macapá Transmissora de Energia (LMTE) Lines declared that there was 'an occurrence in the transmission line Laranjal to Macapá';

the National Electric System Operator (ONS) recorded shutdown of the two circuits of the transmission line, at 230 kV, Laranjal - Macapá and the Ferreira Gomes, Cachoeira Caldeirão and Coaracy Nunes hydroelectric plants, at 15h53, with an interruption of 250 MW in the state;

telecommunications failures were reported by some telephone companies;

supply gradually resumed and was completely normalized around 8 pm on Wednesday, both in the capital and in the interior;

the National Electric Energy Agency (Aneel) demanded LMTE explanations about what happened and what was done to avoid recurrences;

the ONS must produce a report to diagnose what caused the problem;

on Thursday (14), the Federal Court gave 48 hours - as of the notification - for Aneel, ONS and LMTE to explain the causes of the new blackout;

this Friday (15), the federal court carried out an inspection at the macapá substation to identify the installation of the 'backup' transformer.

What still needs to be clarified

what specifically caused the interruption of the energy supply;

what are the weak points that still need adjustments in the network that supplies Amapá, since on December 23, 2020 the 3rd transformer of the Macapá Substation, the "backup", was energized, which arrived to guarantee energy security for the 13 municipalities affected back with the new blackout;

who will be held responsible for Wednesday's failure and also for the entire energy crisis;

whether the problem could be avoided.
